And finally we created a new instrument, the first medium term instrument the fund ever has, the resilience and sustainability trust. Let me now turn to trade, we know that trade integration has been a key ingredient of strong GDP growth for many decades.

Within Asia, trade is especially important and especially with strong we also know that the benefits of globalization have not been shared equally across people or across countries. And we have learned that the supply chains need to be made more secure and diversified. So here I want to make three points. first on the diversification of supply chains. The key point here is this should be based on economic logic, our research shows that long term cost of trade fragmentation. Could be 7% of world GDP. If on top of that we add technology decoupling, we could add another 5% of GDP in loss of the potential costs from fragmentation. In contrast done well, diversification of supply chains could have only a minimal economic costs.

Second, and our discussions with governments we emphasize the importance of taking domestic steps to ensure trade and technological change creates opportunities for everyone. We know that policies have to be tailored to individual country circumstances, but the type of policies we highlight, are greater investment in training and well-designed social safety nets. So that workers can upgrade their skills in transition to higher quality jobs.

Ensure that policies in areas like housing, credit and infrastructure facilitated rather than hinder the ability of workers to move across sectors, occupations and firms. And building better domestic policies must also be at the core of efforts to ensure that trade works for all.

The third is the strengthening of trade rather than fragmentation, the global economy needs trade to be an engine of growth. This starts with rolling back the damaging trade restrictions and distortions and subsidies imposed in recent years. And it continues with positive steps to update the rules to better address longstanding issues that have been at the heart of recent trade tensions like subsidies, tariffs, technology transfer practices. To reach new market opening agreements and modern areas of the global economy that have the potential to boost growth. This includes things like services, digitalization and investment. As an example, when the WTO was established in 1994, e commerce didn"t exist. Now we see figures of up to 23 trillion dollars a year in e-commerce, so clearly a modernization of the trading rules to cover these areas would be good for the globe. And then to strengthen or restore the proper functioning of the dispute settlement system.

Finally, two last points on trade is that first countries should carefully weigh the costs at home and abroad of national security measures on trade and investment. And second is to strengthen the role of trade in fighting climate change which brings me to my last point, climate change. I say last, but definitely not least is the need for the international community to come together for climate action. We know that collective action is vital to address the climate crisis, a cop 27 agreement to set up a loss and damage fund for the most vulnerable countries shows progress is possible. But more is needed to speed the green transition, including countries quickly implementing credible mitigation policies. International coordination on carbon pricing or equivalent policies in global cooperation to build resilience. To conclude, I"m going to kind of borrow or steal the remarks from the managing director of the IMF, Kristalina Georgieva at the recent Boao Forum. I"m going to paraphrase a little bit, but she said, despite all the forces of fragmentation, we know we are stronger together. And that together we are also wealthier and more secure, thank you.
